Light painting is painting with light (like the circular definition?).
You turn all the lights off in a room and set your camera to a very long shutter time (around 10-30 seconds). Then you face the camera with a flashlight and "paint" with the light from the flashlight.
We used a small LED flashlight and then used tissue paper to color the light different colors.
You can either write words or make pictures or you can use the flashlight to just light up the part of the scene you want (like we did with Raggedy Anne). Normally you have to write your words backward so the camera picks it up the right way but we just mirrored it on the computer afterward.
